Joel Markland
President
Joel Markland is the President at BCA Environmental Caribe. He holds a B.S. in Environmental Science and Management from Indiana University’s School of Public and Environmental Affairs and has worked in the environmental consulting industry since the mid-1990’s. Mr. Markland co-founded BCA Environmental Caribe and brings extensive experience in marketing and project development for environmental consulting services. Mr. Markland works with clients to develop appropriate strategies to address their needs, and he is passionate about building partnerships and growing relationships with clients. Over the past several years, Mr. Markland has focused on project development and business management and has overseen the steady growth of BCA.

Nelson Reyes
Vice President
Nelson Reyes holds a Bachelor of Chemical Engineering degree from the University of Puerto Rico and an MBA from the University of Phoenix. He is also a co-founder of BCA Environmental Caribe and has over 30 years’ experience in Pharmaceutical, Petrochemical and Environmental, which has developed in all areas of engineering and technical services. He has extensive experience in the preparation of Environmental Assessments, Environmental Impact Statements, Environmental Audits, Remediation Projects, Air Emissions Inventory, Preparation of Emergency Plans, Closure Plans, BMPs and SPCCC, Training Plans and Solid Waste Management. In the municipal area, Mr. Reyes has managed projects for dozens of municipalities in Puerto Rico, and has represented a number of private sector companies in agreements with environmental agencies, including the Environmental Quality Board, DNER and EPA. He has also work in Dominican Republic, Virgin Islands, Jamaica, Venezuela, Colombia, Ecuador, Honduras, Guatemala, Peru and Argentina. He has directed and / or participated in the development of over 500 environmental documents including Environmental Impact Statements and Environmental Assessments for industrial and infrastructure projects. Has been very successful negotiating with the Environmental Quality Board (EQB) and other regulatory agencies.
